Eagle Point Park was established in Dubuque in 1908. In 1934 the park expanded with the assistance of the WPA program. At this time the limestone buildings and walls were erected under the guidance of architect Alfred Caldwell.

The ice harbor was used to harvest ice during the winter to be stored for summer use. The riverwalk was built along the floodwall and is enhanced by the River's Edge Plaza on one end and the Dubuque Star Brewery on the other.
